Panagia is a member of the Third Faction. She is the Producer in Limbo, referring to herself as such throughout the tournament set up by Belial for broadcast. After her assistants intervene and Belial is defeated, she reveals herself by name to all assembled.

Kind & amicable, Panagia is always courteous towards all those she encounters. While her maturity is aptly reflected by her gracious demeanors and upright character, she by stark contrast evaluates her subordinates solely by how competent they are, being merciless to traitors and never giving them a chance to explain their actions. It is said that Panagia has personally chosen every single subordinate she has, and the wish to keep an eye on them is one reason why she can be easily spotted in different parts of Limbo. - Panagia is a Greek title used to refer to Mary, the mother of Jesus; this is particularly such in Eastern Catholicism and Orthodox Christianity, where Mary's name is rarely used due to how sacred it is there.
- Interestingly, Panagia is listed in-game as a Demon and not a Rider.
- When Panagia reveals herself by name, she also calls herself as the "Mother of the Son", and is also the Holy Spirit as part of GOD's inner circle. This means the Son came and went via crucifixion before Lucifer was dropped in this universe; curiously, none of this was ever mentioned in Seven Mortal Sins and Seven Heavenly Virtues.
- Panagia reveals that GOD set up Limbo as a "bomb" through which Creation/the Earth would be reset. Her reasoning for looking to make this happen herself is out of lamenting the suffering of her Son; in her eyes, his sacrifice seems to have been for naught, seeing as much of humanity is not only still sinning, but they also forgot about him. Powerful figures in history, whether good or bad, were placed here long ago after their deaths and reformed as they slept; out of all these, Panagia would choose four of them to be her assistants and replace the former Four Riders of the Apocalypse, who the woman stripped of power and then cast out since they mellowed and no longer wanted to go forward with their duties. Once in Limbo under disguise, she would begin her plans to fulfill the resetting of Creation, using everyone from Limbo, the Demon Lords and the Virtues to do so; the aim is for her to absorb a pure soul – in this case, the rescued Maria – for an immaculate conception and to birth her Son once again. By drawing from the power in Maria's soul, and then sacrificing all of the powerful, awakened souls present, that will trigger Limbo to destroy everyone and everything. With a clean slate, Panagia would then finally recreate all around her so that the Son's heart would not be broken by it; however, seeing as she seeks to do all of this beyond GOD's knowledge, Michael admits this is an act of betrayal, so this has the Virtues all join the combined effort to stand against her aims.
- In the final chapter "Reversal of Fate", Lucifer and Michael finally reach the Cradle and encounter the pregnant Panagia. The Mother has her plans upended when the fact that Maria has angelic blood allows Michael to search the woman's being & soul, then safely remove Maria. After a final fight in Panagia's anger that her child was once again taken from her, and this time by the Angels, the Mother is defeated by Lucifer. With her worries about the Riders allayed, Lucifer hesitates for a moment over whether or not to end Panagia's life, only for GOD to finally act, banishing the Mother from Heaven. Angered by these actions, Lucifer negotiates with GOD, while making the demand that Panagia's ultimate fate be determined by her on account of being the victor. At the very end, Lucifer resolves to find Panagia in Hell and recruit her, then go around the angels to directly go up against GOD, even if her only help comes from Maria & Leviathan.
